これは，エラーメッセージにあるように，pythonのtarfile.pyモジュールがtar.xz形式に
対応していないのが原因です．

# ここしばらくpythonは調べてないので，いつの間にか対応してたりするかも

一応，手動で tar.xz ファイル展開して，できたディレクトリに対して
make_PlamoBuild.py することで必要なビルドスクリプトはできるはず．
