書けました。
単純に kernel の設定ミスです。Block Device の設定で次の設定をしま
した。
<*> Parallel port IDE device support
--- Parallel IDE high-level drivers
<*>   Parallel port IDE disks
<*>   Parallel port ATAPI CD-ROMs
<*>   Parallel port ATAPI disk
<*>   Parallel port ATAPI tapes
<*>   Parallel port generic ATAPI devices

まだテストですが cd-rw （600MBytes 位のデータ）に書けたので問題は
無いと思います。
いままで SCSI emulation は CD を読むだけだったので SCSI emulate だ
けで間に合っていました。この Block Device の設定がいるとは知りませ
んでした。

「出来るはず」と言う言葉を頼りに霧の中から出ることができました。
