確かに、そうなりますね。で、ftpされた側の、/var/adm/messagesをみると。

Jan 21 08:59:22 sphinx ftpd[16037]: FTP LOGIN REFUSED (bad shell or username in
/etc/ftpusers) FROM 172.17.8.52 [172.17.8.52], root

と記録されています。で、/etc/ftpusersの中身を見ると、

# ftpusers      This file describes the names of the users that may
#               _*NOT*_ log into the system via the FTP server.
#               This usually includes "root", "uucp", "news" and the
#               like, because those users have too much power to be
#               allowed to do "just" FTP...

とありますので、root、news、uucpではFTPログインできないと理解します。

確認しますが、mount 192. -> mount -t nfs 192. ではありませんか？
あと、/etc/exportsに、(ro)とかの指定はなくてもいいのかな？
