You can change your PC-9800 console mode by the following key combination,

VF.1 -> EUC Japan
VF.2 -> SJIS (maybe)
VF.3 -> raw (maybe)

or you can change it by issue certain escape sequences.
So-called JIS code can be handled in all console modes.
